What the Army Corps of Engineers once categorized as “not even a river,” the Environmental Protection Agency later ruled otherwise, declaring the 51-mile river navigable in parts, according to the article. The Army Corps recently gave a permit to the Los Angeles Conservation Corps to lead tours of a limited number of kayakers and canoers on a one and a half mile portion of the river over several weekends, the Times reported.
